Does border security have the right to open parcels/letters in international delivery?

Q. I just received a trumpet as a gift from my uncle (he's in USA and I'm in Canada) and it got scratched because the border inspectors opened it to check what was inside and they were careless.

Does border security have the right to do that?

A. Yes, and I hope they do, considering all the crap that people smuggle.

I sent a package to Brazil via USPS. What happens to packages that cannot be delivered during normal hours?
Q. I sent a package to Rio for my friends birthday. My friend in Brazil works during the day and cannot receive the package during normal delivery hours. They have already made 2 delivery attempts but she lives alone and nobody will be home the next time they deliver it. I tried searching online but could not find any info about what will happen after the 3rd time a delivery attempt is made and she does not receive it. Any help you can offer is greatly appreciated

A. well UPS normally there is no pickups, cause its an outside company. private one. its an express service and depends of what u send to her, cause customs could CHARGE money for it. even if is a gift :( sorry im brazilian and our rules are ridiculous.. i had seen 68 yo lady having to pay big big money for towels and gifts from her daughter from usa.. just because they look fancy and pricy.
Anyway, usps charged me once for my victorias secrets package in my building, i had to go downstairs and pay the delivery guy the customs charges (around 258 reais).
So if they try twice and there is a custom charge, you have to call the american post office and they will track it down and say to you where it is, if is back to brazilian custom and she can pick it up in AEROPORTO GALEAO (federal police head quarters) or it will send back to you (and u will pay the delivery back to usa expenses :( )

Best way to mail a letter from US to Canada?
Q. I am buying tickets online as a gift, and having them shipped to my friend in the USA as they only ship to the US. He will then mail them to me. I assume he'll get the tickets about next Thursday, so that gives a week till Christmas. He'll mail them to me in just a plain envelope, but what is the FASTEST (and preferably cheapest) way to get them to me to ensure delivery for December 25th?

UPS, Purolator, FedEx, USPS? Thanks.
